No, it offers a 7-day trial. Voxtrics has a free-forever plan of up to 300 responses a month.

Which one collects feedback on a specific page element?

Both, on paid plans. In GetFeedback it comes with the feedback button on the Plus plan. In Voxtrics, from the Scale plan, the visitor can point at an element in a popup or inline survey, and the response includes a page screenshot with that element highlighted.

Where is the data stored?

Voxtrics stores data in Finland (EU). GetFeedback says it stores data on AWS in Ireland (EU).
